José García-Montalvo, researcher at the Valencian Institute of Economic Research and professor at the Pompeu Fabra University , has participated in the IvieLab Public Policy Evaluation Laboratory , in which he has analyzed “Public housing policies, what works, what it doesn't work...and the unknown»
García-Montalvo highlighted the misinformation that exists around housing and public policies to facilitate Email Data access to it. As an example, he gave the disparity in data on the increase in rents last year. While the INE evaluated the increase at an average of 0.7%, platforms such as Idealista raised the increase to 7%.
In his opinion, for example, “ there is no data to support that the increase in tourist apartments in cities like Barcelona or Valencia has caused an increase in the prices of rentals for primary residences.”
In his conference he called for the need to evaluate the results of public housing policies and not the intentions pursued with them in order to establish objective criteria that help make appropriate decisions. “It is as important to know if the program will be effective as it is to analyze its collateral and long-term effects,” he added.
The main objective of housing policies is to allow access to housing for the most disadvantaged and low-income groups, through purchase or rental. There are many different policies to achieve this goal, but “the question is deciding when to apply them, which are the most effective and which have the least side effects.”
In Montalvo's opinion, the purchase of a home has been excessively encouraged and it is preferable to encourage rentals as in other developed economies, where rentals represent between 30% and 50% of available homes, compared to 16% in Spain.
In his speech he showed some of the measures that, in his opinion, can contribute to improving access to decent housing in our country:
1. The public qualification of any housing built with a public subsidy must be indefinite and new ones must be all for social rental
2. Permanently eliminate the housing tax relief in personal income tax
3. Prevent financial entities from participating in the capital of appraisal companies
4. Control the banking sector to prevent irresponsible mortgage loans from being granted again (control of risks)
5. Increase the supply of newly built housing with controlled urban planning regulations that guarantee the legal security of the promoters. _________________ Email Data |
